Why do we need a Statement Writing Course?

The Private Security Act 2001 (PSI Act) allows investigators to conduct….“any surveillance, enquiries, or investigations that are carried out for the purpose of:-

  • obtaining information about a particular person; or
  • about the activities or whereabouts of a particular person; or
  • obtaining information about the circumstances in which or means by which property has been lost or damaged.”

This means that an investigator will be involved quite naturally in the accumulation of information, intelligence and evidence, all of which is essential in the construction of an effective investigation.

As has been mentioned in the prelude to other courses that are available to students from Bluemoon College, the Security Industry Authority (SIA), see, within their role as a licensing authority to provide a number of benefits to society by the introduction of a licensing scheme for investigators. This is a forward thinking step and seeks to re-assure the public that investigators and investigation companies who are accredited by the SIA behave ethically, honestly and professionally in the cases that they investigate.

Course Aim

The aim of this course therefore, is to provide the students with the skills, knowledge and understanding of what constitutes evidence and how this should be recorded into a statement, that is suitable and admissible for court proceedings.

Course Structure

This course reflects the fact that education and learning has to be flexible, particularly given the restrictions of the pandemic. Therefore this course can be taken remotely, or can be adjusted slightly to be trained within a classroom environment over two days. The activities contained within the course material are also designed to be flexible and can be accessed remotely, so there is no loss of quality or material if the student is forced to take the course on a remote basis.

Overview

One of the most important methods of recording an accurate and first-hand account of something that has happened within the conduct of an investigation, and also allowing that account to be admissible at any future court proceeding, should that be necessary, is the ability to construct an efficient witness statement. This should be an essential ability that any professional investigator should be able to demonstrate.

Therefore this course is offered to any investigator, or indeed any person involved in the private security industry who may need this qualification, to allow them to achieve a minimum standard of statement writing, whether that be their own statement or that of an independent witness, victim or indeed on occasion, a suspect.

Course Aim

The aim of this course therefore, is to provide the students with the skills, knowledge and understanding of what constitutes evidence and how this should be recorded into a statement, that is suitable and admissible for court proceedings.

Objectives/Learning Outcomes for the Statement Writing Course

Unit 1 – Information, Intelligence and Evidence, What is the Difference?

By the end of the unit students should be able to:

  • Describe what information is and how it can be recorded and then turned into intelligence
  • Describe what is meant by ‘intelligence’ and how it should be recorded and turned into evidence
  • State the different types of evidence and give an example of each
  • Describe the method by which evidence is presented to a Court

Unit 2 – Why is a Statement Required, and From Whom?

By the end of the unit students should be able to:

  • Explain the reasons why a statement would be required in an investigation
  • Identify the types of witness who may be required to give a statement
  • Describe what considerations should be made when dealing with a witness

Unit 3 – Statement Structure and Content

By the end of the unit students should be able to:

  • Describe how a typical five part statement should be constructed
  • Explain what type of details should be included within the content of a statement
  • State the different types of questions that may be utilised to illicit information from witnesses
  • State what the elements are of the mnemonic ‘ADVOKATE’ and describe their use in a statement

Unit 4 – Practical Assessment

By the end of the unit students should be able to:

  • Construct a witness statement from a given set of circumstances

Online Course Structure

Course Assessment

This course will also prepare the student to take the examination for this Award. Throughout the course there are assessments consisting of short quizzes that test the ability of the student in retaining the information that they have read and worked with in the preceding units.

The examination itself consists of the production of a witness statement that will be assessed by a course tutor from Bluemoon College. There is scope to allow the student to produce this statement whether they are working the course remotely, or alternatively if they have been in a classroom environment. There is a time limit set of a maximum of 80 minutes to complete the task.

The course is comprised of four units:-

Unit One is ‘Information, Intelligence and Evidence-What is the difference?’
Unit Two is ‘Why is a Statement Required, and From Whom?
Unit Three is ‘Statement Structure’
Unit Four is ‘The Practical Assessment’

The course is structured around the learning outcomes and assessment criteria that the student will need to demonstrate. Successful completion of the course will depend on the successful completion of the quizzes and then the successful completion of the end of course assessment, the statement itself.

The assessment is marked by an Independent Assessor and once achieved your certificate will be forwarded to you in the post.
